Unless you want to do something very inappropriate, as the fisherman pants Thai were around a few years ago, you need a template that you choose for your measurements of the hip. You'll also need a sewing book or (much better!) Basic Lessons to help you learn to cut and sew trousers properly. I'd probably start with your pj pants style in a cheap fabric and you can work on issues of tissue handling and learning sewing skills there, then tackle your (more expensive) machine.
In addition to fabric and style, you'll need:
tape measure
shears (the style called size curved blades as long as you can easily open and close ... Fiskars is a good budget choice)
pins (I prefer the yellow large head quilting pins for beginners, as a reminder not to sew on them)
needles (needles in hand if you go to the hand sewing, needles and other hand sewing machine)
Sewing Machine (if you do not sew by hand only)
correct interface for fabric
concepts specified in the model, such as zippers or buttons
thread
iron (Black & Decker Classic is a good budget choice)
ripper
My suggestion is strongly basic sewing lessons, or a good mentor to work with you to the first projects. If sewing lessons are available for you (try fabric stores, sewing machine shops, community colleges and adult ed class), consider something like skills Connie Crawford's Sewing Studio dvd meant for early voting or sewing students.
When you are good enough for the seam that you can watch a model pants and instantly tell whether it is a bit forward or back and you do not need instructions for sewing, then you are probably ready to develop a model based on your clean pants. The project I use is Crawford - it's in his book Patternmaking Made Easy, in the little book pants, or pants custom DVD, which is probably the best place for learning.
